1. The Dual Paradox of &ldquo;Fukoku Kyohei&rdquo;
</h2><p>The Meiji Restoration, beginning in 1868, was driven primarily by fear—fear of Western colonialism. Under this pressure, Japan adopted the slogan <em>Fukoku Kyohei</em> (Enrich the Country, Strengthen the Armed Forces).</p>
